The NO HATE Act, from Congressman Don Beyer, would provide incentives for hate crime reporting, provide grants for State-run hate crime hotlines, and establish additional penalties for individuals convicted under the Matthew Shephard and James Byrd, Jr. Hate Crimes Prevention Act.
