WASHINGTON — Following a survey of its members, the Congressional Progressive Caucus announced its official position opposing the National Defense Authorization Act for FY2026, which does nothing to curb Trump’s unprecedented efforts to deploy the military to U.S. cities and states without their consent in violation of the Posse Comitatus Act. 

The NDAA for FY 2026 (H.R. 3838) authorizes $882.6 billion of appropriations for the Pentagon, which, when combined with the $150 billion passed in the Republicans’ One Big Ugly Bill, raises the overall yearly funding to over $1 trillion. This bill was being considered as Trump abused national emergency powers to deploy federal troops to Washington, D.C., renamed the agency the “Department of War,” and as he violates the Posse Comitatus Act, weaponizing the National Guard and Marines to carry out domestic law enforcement, dismissing opposition from states and localities. Nothing in this bill puts meaningful guardrails on Trump’s abuse and misuse of the military to target cities across America.
