Rep. Watson Coleman's Saving Hazardous and Declining Environments (SHADE) Act would work to address the heat disparity between formerly redline communities and wealthier communities. It creates a grant program under the Department of Housing and Urban Development to plant trees in the formerly redlined areas graded D, “hazardous”, and C, “definitely declining”, as well as overburdened communities.
