Rep. Velázquez's Public School Green Rooftop Program Act establishes a grant program to fund the installation of green roof systems on public school buildings. It directs the Department of Energy to create a grant program for public elementary and secondary schools to install a green roof system on their building, grants additional maintenance funding for up to four years, provides funding for technical assistance taking into account recommendations from the Director of the Weatherization and Intergovernmental Programs Office of the Department of Energy. This includes an engineering and landscape architectural analysis, a cost estimate and an assessment of a schools’ roof characteristics—crucial preliminary steps in green roof infrastructure, incentives the hiring of low-income individuals or individuals registered with a one-stop career center for green roof installation and maintenance positions.
