H.R. 2383, the NO HATE Act would address the under-reporting of hate crimes by incentivizing state and local law enforcement to submit credible and complete hate crime reports; creating grants for state-run hate crimes hotlines; providing grants to state and local law enforcement agencies to better address hate crimes; and allowing for judges to require community service or educational programming for individuals convicted under the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act.
