Maxine Dexter introduced The Restoring Access for Detainees Act, which would ensure that families can contact each other and lawyers have access to their clients when they come into DHS custody and when they are transferred between facilities. The bill would also codify portions of the current detention standards concerning detainee access to communications with oversight entities and would codify the free phone minutes program, ensuring that noncitizens can make outgoing calls.
