Congressional Caucuses Urge Corporate America to Defend Voting Rights and Equal Representation

WASHINGTON, D.C. – Today, the chairs of the Congressional Black Caucus (CBC), Congressional Hispanic Caucus (CHC), Congressional Asian Pacific American Caucus (CAPAC), Democratic Women’s Caucus (DWC), Congressional Progressive Caucus (CPC), Congressional Equality Caucus (CEC), and New Democrat Coalition (NDC) released the following statement urging Corporate America to reaffirm its commitment to voting rights, equal representation, and the democratic principles it has previously pledged to uphold:

“Our Caucuses stand united in support of the Congressional Black Caucus's call for Corporate America to publicly defend voting rights, equal representation, and the democratic principles that form the foundation of our nation.

“In the wake of the Supreme Court's decision in Louisiana v. Callais, Republican-led legislatures and governors across the South have moved swiftly to redraw congressional maps ahead of the November election in a deliberate effort to dilute Black voting strength, weaken Black representation, and roll back decades of hard-won civil rights progress secured through the Voting Rights Act of 1965.

“The consequences of this democratic erosion extend far beyond politics. When communities are denied meaningful representation in government, they are also denied a voice in decisions that shape their daily lives—from economic opportunity, healthcare, and education to environmental protections, public safety, and overall quality of life.

“For decades, corporations have benefited from the talent, labor, innovation, and purchasing power of Black communities. Following the racial justice movement of recent years, more than 200 corporations publicly affirmed their commitment to racial equity, civic participation, and democratic values. Those commitments must not be reserved for moments of convenience—they must endure when they are tested.

“At this critical moment, silence is not leadership. Corporations that have publicly championed democracy, racial equity, and civic participation have a responsibility to demonstrate that those commitments remain meaningful through both their words and their actions.

“In Congress, we remain committed to protecting every eligible American’s fundamental right to vote and to have their voice heard. We call on Corporate America to stand on the side of democracy by opposing efforts that undermine fair representation and by ensuring that its political engagement, investments, and public actions reflect the values it has pledged to uphold.”

Background

On Tuesday, May 26, 2026, Chairwoman Yvette D. Clarke (NY-09) and members of the Congressional Black Caucus issued a letter urging Corporate America to defend our nation’s democratic principles and publicly reaffirm its commitment to voting rights and equal representation amid growing attacks on fair representation and Black political and economic power in the wake of the Supreme Court’s decision in Louisiana v. Callais.

Five years ago, more than 200 companies and business organizations publicly declared in a letter to Congress that democracy and equal access to the ballot box were fundamental American values. In that letter, businesses across the United States called for strengthening the Voting Rights Act to “prevent voting discrimination” and ensure that “voters of color who remain the targets of voter suppression have equal and unfettered access to the democratic process.”

As reported in The New York Times, the act was, at the time, “the biggest show of solidarity” by the business community to push back against Republican efforts to enact new election rules in almost every state.

The Congressional Black Caucus sent a letter to those companies—and to additional corporate leaders nationwide—calling on them to reaffirm their stated commitment to democracy, voting rights, and fair representation.

PROGRESSIVE CAUCUS MEMBERS URGE APPLE TO REVERSE IMPENDING CLOSURE OF UNIONIZED BALTIMORE-AREA STORE

WASHINGTON, D.C. – Forty members of the Congressional Progressive Caucus (CPC) wrote to Apple Inc. raising concern about treatment of unionized workers at an Apple store in Towson, Maryland, which has “deeply troubling in its national implications for workers’ rights and the

ability of multi-trillion-dollar corporations to undercut their efforts to collectively bargain for better pay, benefits, and dignity on the job.”

The letter, addressed to Apple CEO Tim Cook and Senior Vice President for Hardware Engineering John Ternus, urges the company to reverse its planned closure of its Towson, Maryland, store, the first of any Apple store workers in the country to unionize. Those unionized workers are “the only Apple store employees who will not be transferred to nearby locations,” write the Members of Congress.

“It certainly appears that Apple has decided to retaliate against the workers at this location for forming a union and collectively bargaining to secure their wages, hours, and working conditions,” the members write. “As Members of Congress, we remind you that these actions would qualify as unfair labor practices, which are illegal as violations of Section 7 of the National Labor Relations Act.” That law allows workers to choose their representation and collectively bargain without interference or coercion.

“Should Apple not choose to reverse its decision to leave the Baltimore area, given the national ramifications of that choice,” conclude the lawmakers, “we strongly urge you to reconsider how you will fully support these employees, and assist them in transferring, just as other employees of closing stores are allowed to do.”

Congressional Progressive Caucus Adopts Official Position Opposing Short-Term Extension of Surveillance Law Without Civil Liberties Protections

In response to the passage of repeated short-term authorizations to Section 702 of FISA in which House Republican Leadership squandered the opportunity to negotiate necessary, significant bipartisan guardrails to protect Americans’ civil liberties, the Congressional Progressive Caucus (CPC) adopted an official position to oppose extensions of any length to Section 702 of the Foreign Intelligence Surveillance Act (FISA) absent significant reforms.

Congress passed two short-term extensions of FISA 702 with the aim of creating time and space for serious negotiations, yet Republican leadership still refuses to commit to votes to codify civil-liberties protections, like ending backdoor searches and data broker loopholes. As the Trump Administration continues to show its stunning disregard for Americans’ privacy and civil liberties, a super-majority of the CPC voted to oppose further short-term extensions to the surveillance law and instead support popular, bipartisan and significant reforms to FISA 702.

CHC, CAPAC, and CPC Chairs Lead 53 Members of Congress in Urging Leadership to Include Fourth Amendment Protections in FISA Reauthorization

Letter urges Congress to close data broker loophole and require warrants before government can access Americans' private data

WASHINGTON, D.C. — Today, 53 Members of Congress — led by the Chairs of the Congressional Hispanic Caucus, the Congressional Asian Pacific American Caucus, and the Congressional Progressive Caucus — sent a letter to House and Senate leadership calling for meaningful Fourth Amendment protections for Section 702 of the Foreign Intelligence Surveillance Act (FISA).

Section 702, which is set to expire on April 20, authorizes the federal government to conduct surveillance of non-U.S. citizens abroad. However, the program has long been used to collect and search Americans' private communications without a warrant, and under the Trump Administration, that threat has escalated dramatically.

"The Trump Administration has demonstrated an unparalleled appetite for collecting and exploiting Americans' personal data," the Members wrote. "Without independent guardrails on Section 702, this Administration has repeatedly shown that it cannot be trusted to police its own use of this sweeping surveillance authority."

The letter highlights how federal agencies are already purchasing Fourth Amendment-protected data from commercial data brokers without warrants or court orders, including the FBI, DHS, the Department of Defense, and the IRS. The proposed reforms in the letter include closing the "data broker loophole," the gap in existing law that allows companies to skirt data privacy requirements by selling information to a data broker middleman who can then resell it to the federal government; ending warrantless searches of Americans’ communications; and repealing the “visa vetting provision” which permits completely suspicionless searches of communications data of all immigrants entering the country.

The letter was endorsed by over 30 advocacy organizations, including:

Congressional Progressive Caucus Adopts Official Position to Oppose Republicans’ Flawed Farm Bill

WASHINGTON, D.C. - The Congressional Progressive Caucus has adopted an official position to oppose H.R. 7567, the Food, Farm and National Security Act without amendments to remove Republican poison-pill provisions and restore investments in nutrition programs and other Democratic priorities.

The position, adopted by a supermajority vote of the Caucus, comes after a 23-hour House Agriculture Committee markup where Republicans advanced the bill, which would codify the One Big Ugly Bill’s harshest cuts to nutrition support—the largest in history, which stripped 4 million Americans of SNAP benefits.

Additional harmful provisions include language backed by Big Chemical interests that would shield pesticide manufacturers from lawsuits and undermine state-level warning label laws that protect families, farmers, and children. The legislation also overrides authorities from states that have pursued successful policies to ensure greater animal welfare in the pork and poultry industries, such restrictions on extreme confinement and other cruel practices, threatening farmers who have invested capital in meeting consumer demand for more humanely raised meat. Finally, the bill fails to address the effects of Trump’s devastating tariffs and trade wars on small farmers and cuts funding for regenerative agriculture.

WASHINGTON — Following a super-majority vote of its members, the Congressional Progressive Caucus announced its official position to support House Concurrent Resolution 38, the Iran War Powers Resolution, introduced by Reps. WASHINGTON, DC - Today, Congressional Progressive Caucus Chair Greg Casar (TX-35) New Democrat Coalition Chair Brad Schneider (IL-10) issued a joint statement calling on the Trump Administration and Congress to take concrete steps to restrain and reform Department of Homeland Security (DHS) operations:

“The Trump Administration’s organized campaign of brutality has already claimed too many innocent lives, including two American citizens, and traumatized thousands more. Lawless violence carried out at the hands of the state is contrary to the principles that define our nation and threatens to undermine our Republic. Congress must act to defend the American people and their fundamental freedoms.

“The occupation of American cities by its own government must end. As the leaders of the largest Democratic ideological caucuses in the House, we demand concrete reforms to prevent masked, armed agents from wreaking havoc in our communities.

“We believe any new funding for ICE and the Department of Homeland Security should:

Ensure ICE and CBP immediately leave Minneapolis and stop terrorizing American cities and communities;
End arrests without judicial warrants and, outside of exigent circumstances, arrests at sensitive locations such as churches, shelters, schools, and courthouses;
Ensure full, independent, and transparent investigations into all DHS-related shootings, including federal cooperation with state and local investigations, and ensure that federal agents are properly trained, appropriately supervised, and held fully accountable for their actions;
End the detention and deportation of U.S. citizens;
End the anonymity of federal agents by requiring them to remove their masks and provide identification;
Ensure robust minimum standards of care at detention facilities – including access to medical care, clean water, and edible food, and protections against abuse – and ensure independent investigations of deaths.

“Meanwhile, the Congress must also:

Uphold our constitutionally mandated oversight authority over the Administration to deliver accountability and transparency, and
Take action to remove DHS Secretary Kristi Noem from her position.

Progressive Caucus Deputy Chair Ilhan Omar Urges Lawmakers to Oppose ICE Funding Bill

WASHINGTON — Congressional Progressive Caucus (CPC) Deputy Chair Rep. Ilhan Omar (MN-05) released the following statement opposing this week’s House Appropriations bill, which contains $28 billion in annual funding for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP):

“I will be joining my progressive House colleagues to vote no on this week’s appropriations bill, which provides tens of billions of dollars to Donald Trump’s ICE with no meaningful checks on its lawless and violent behavior. I call on all members of Congress to join us in opposing this legislation.

“Kristi Noem’s ICE is completely out of control. In my community of Minneapolis, a masked ICE officer fired three times at point blank range on Renee Good, a mother of three, killing her in her own vehicle as she attempted to turn away. Senior Trump Administration officials then smeared the victim as a domestic terrorist, lied about what happened, and deployed the Vice President of the United States to say her killer ‘deserves a debt of gratitude.’

“ICE is shooting people in broad daylight, beating up teenagers, spraying tear gas on peaceful protesters, ripping people out of their cars and homes without warrants, racially profiling people based on their accents, taking kids from schools, and abducting people and shipping them to faraway detention camps with brutal conditions and no due process.

“We say no to Congressional Republicans pushing legislation that provides $400 million more in ICE detention and $370 million more in ICE enforcement, on top of the unprecedented $75 billion that the agency received in Trump’s Big Ugly Bill as ICE terrorizes our communities—all paid for by cutting Americans’ health care and nutrition support.

“The Progressive Caucus is unified. I applaud our members for voting to adopt an official position to deny all funding to ICE’s enforcement actions until serious oversight, accountability and reforms are imposed, including an end to the violent occupation of American cities like Minneapolis. No more blank checks for a rogue agency that operates above the law, escalates violence, and erodes our most basic freedoms.”

Progressive Caucus Deputy Chair Ilhan Omar and Ranking Member Castro Call on House to Pass Bipartisan Resolution to End Trump’s Illegal War on Venezuela

WASHINGTON — Congressional Progressive Caucus (CPC) Deputy Chair Rep. Ilhan Omar (MN-05) and CPC Member and Ranking Member of the House Foreign Affairs Subcommittee on the Western Hemisphere Rep. Joaquin Castro (TX-20) released the following statement ahead of a vote on the bipartisan War Powers Resolution H.Con.Res. 68, led by Reps. McGovern (MA-02), Massie (R-KY-o4), and Castro, directing the President to end unauthorized hostilities against Venezuela:

“Trump began the year by flagrantly violating international law and the Constitution, invading and bombing Venezuela, kidnapping its head of state, killing dozens in the process, seizing control of the country’s oil, and inviting U.S. fossil fuel executives to take the spoils.

“The administration has since sequestered hundreds of millions of dollars from Venezuela’s oil revenue in Qatari banks, far from Congressional oversight. The United States continues to maintain a naval blockade of the country—an act of war—seizing its seventh oil tanker yesterday and routinely putting U.S. servicemembers in harm’s way for a military offensive explicitly justified to take over a sovereign country’s natural resources and coerce its government into doing Trump’s bidding.

“At this dire moment, Congress must reclaim its sole Constitutional authority over war and peace. We call on Democrats and Republicans to vote yes on the bipartisan McGovern-Massie-Castro War Powers Resolution to send a message to this out-of-control Administration that it cannot bomb, invade, and overthrow governments across the globe and seize their resources.

“Today, both the longstanding targets of U.S. aggression and historic allies alike agree that Trump’s foreign policy—based on open conquest and imperial violence—is a threat to the entire world. Congress has the power to rein in this erratic and unhinged president and force him to comply with the rule of law. The CPC has consistently led the effort to reassert Congress’s war powers under Democratic and Republican administrations alike. Tomorrow, the people’s elected representatives must vote in a bipartisan way to approve this resolution and say no to destabilizing and illegal wars for oil.”

In September 2025, the Progressive Caucus introduced the first War Powers Resolution in Congress related to ending Trump’s illegal actions in the hemisphere, led by CPC Members Reps. Omar, Chuy García (IL-04), Greg Casar (TX-35), Jim McGovern, and Joaquin Castro.

“En este momento tan grave, el Congreso debe recuperar su única autoridad constitucional sobre la guerra y la paz. Make Housing Affordable and Defend Democracy Act - H.R. 6390

Rep. Jimmy Gomez introduced the Make Housing Affordable and Defend Democracy Act, which redirects the $175 billion in anti-immigrant funding provided in the One Big Beautiful Bill (including funding for Immigration and Customs Enforcement, Customs and Border Patrol, border militarization, and more) and reinvests those billions into affordable housing programs that reduce rents, expand homeownership, and incentivize affordable housing construction. Specifically, the bill would:

Create a monthly Renter Tax Credit for families that pay more than 30% of their income on rent;
Provide $25,000 or more for first time homebuyers and $50,000 or more in down-payment assistance for first-generation homebuyers;
Convert vacant office buildings into affordable housing through a 20-35% Affordable Housing Conversion Credit;
Launch a Starter Home Construction Credit for first-time buyers; and
Expand production of deeply affordable housing through a strengthened Low-Income Housing Tax Credit.
