Progressive Caucus Leaders Call on Trump-Pardoned Narcotrafficker Juan Orlando Hernandez to Face Justice in Honduras

***Statement in English and Spanish***

Congressional Progressive Caucus (CPC) Peace & Security Taskforce Chair Rep. Ilhan Omar, CPC Chair Greg Casar and CPC Whip Jesús “Chuy” García issued a joint statement in response to ex-president Juan Orlando Hernández’s return to Honduras this week:

“Juan Orlando Hernández’s return to Honduras marks a new chapter in Trump’s corruption and disregard for the rule of law, after his presidential pardon allowed the convicted narcotrafficker and former authoritarian ruler to return to Honduras.

“This drug kingpin’s arrival as a free man exposes the hypocrisy of Trump’s so-called ‘war on narcoterrorism.’ The Trump Administration has used this pretext to kill hundreds of people through extrajudicial airstrikes without providing due process or evidence of wrongdoing—all while empowering narcotraffickers like Hernández.

“Trump’s handpicked, rightwing presidential candidate Nasry Asfura narrowly won the Honduran presidency in December after blatant election interference by the White House, creating conditions for impunity. But Honduras’s judiciary should not bow to any political pressure and should instead move forward in the corruption case against Hernández to provide justice for his many victims.

“We are committed to using our full oversight power in Congress to investigate Trump’s pardon of Hernández and the surrounding circumstances, including his efforts to undermine democracy and militarize the entire hemisphere. We also commit to ending longstanding U.S. complicity in Honduras’s state repression and democratic backsliding across the region.”

###

The Congressional Progressive Caucus (CPC) is made up of nearly 100 members standing up for progressive ideals in Washington and throughout the country. Since 1991, the CPC has advocated for progressive policies that prioritize working Americans over corporate interests. The CPC champions policies including comprehensive immigration reform, good-paying jobs, fair trade, universal health care, debt-free college, climate action, and a just foreign policy. The caucus is the leading voice calling for bold and sweeping solutions to the urgent crises facing this nation, including ending America’s broken for-profit health care system, raising American wages, eliminating political corruption, supporting the labor movement, and taking action to protect the planet for generations to come.

###

WASHINGTON - Congressional Progressive Caucus (CPC) Peace & Security Taskforce Chair Rep. Ilhan Omar and 10 other CPC members—Representatives Greg Casar, Maxine Dexter, Jesús "Chuy" García, Jonathan L. Jackson, Jim McGovern, Alexandria Ocasio-Cortez, Mark Pocan, Delia C. Ramirez, Rashida Tlaib, and Nydia M. Velázquez—issued the following statement in response to the Trump State Department's release of the 100-page report, Cuba: Capital of 21st-Century Communism:

CPC, Jayapal, Dingell Host Universal Healthcare Shadow Hearing

Full video of the hearing can be watched HERE.

WASHINGTON, D.C. — The Congressional Progressive Caucus (CPC) today hosted a shadow hearing on Medicare for All, led by Chair Emerita Congresswoman Pramila Jayapal (WA-07) and Congresswoman Debbie Dingell (MI-06), the lead sponsors of the Medicare for All Act of 2025. During the hearing, CPC Members and witnesses discussed the transformative change that Medicare for All would bring to the U.S. healthcare system.

“Passing Medicare for All is one of the top priorities of the Progressive Caucus,” said Congressional Progressive Caucus Chair Greg Casar (TX-35). “It is the best way to make sure no American ever has to check their bank account before going to the doctor. I am grateful to Rep. Jayapal and Rep. Dingell for leading this fight and for convening today’s important hearing.”

“We do not suffer from scarcity in this country; we suffer from greed — the greed of Big Insurance corporations that rake in billions while denying care, and the greed of Big Pharma that jacks up prices, leaving people with impossible choices,” said Jayapal. “Medicare for All is the path to fix the broken healthcare system that has let corporate interests determine who lives and dies. The reality is that Medicare for All is the only solution that guarantees care for everyone in the U.S., brings down costs for working families, and generates savings for the country. I thank everyone who came out for this hearing today to continue building the momentum for this necessary legislation.”

“Healthcare is a human right, not a privilege reserved for those who can afford it. Millions of American families still face impossible choices between filling a prescription and putting food on the table, or being forced into financial ruin over an unexpected medical diagnosis. I am proud to continue this fight alongside Congresswoman Jayapal,” said Congresswoman Dingell.

"As a long-practicing gynecologic oncologist, I've seen how broken our health care system truly is—and how Republican cuts have made this ongoing crisis even worse. Returning to the pre-Trump status quo will not solve our deep-rooted problems, and neither will reforms that enrich corporate profiteers in return for a sliver of what my patients truly need. Only Medicare for All would cut out profit-hungry investors, eliminate dangerous conflicts of interest, and empower me and my colleagues to provide high-quality, trustworthy care for every single person living in the U.S,” said Dr. Diljeet Singh, President, Physicians for a National Health Program.

“As bedside nurses, we see every day how Americans are suffering needlessly from a for-profit health care system,” said Jamie Brown, RN and NNU President. “The failure to pass visionary policies that center care and health for working people, in order to favor billionaire and corporate profit, is a stain on our country’s morality. Elected officials can do what is both necessary and popular and deliver to their constituents a guaranteed health care system with Medicare for All.”

"As today's hearing showed, now is the time to fight for Medicare for All. Americans are struggling every day to get the care they need and Republicans in Congress and the White House are making it worse through draconian cuts to the Affordable Care Act and Medicaid. Medicare for All would finally guarantee that everyone in the U.S. can get the care they need when they need it. We call on all members of Congress to join Reps. Jayapal and Dingell and the rapidly growing movement fighting for the passage of Medicare for All,” said Eagan Kemp, Health Care Policy Advocate, Public Citizen.

“I came to DC from Chicago to testify in Congress because I’m furious that in the richest country in the history of the world, we have to constantly fight the system for dignified health care that we all deserve. Meanwhile, giant corporations like UnitedHealth Care play life and death games and get rich off our suffering. I’m furious that every day members of the community and people across the country are forced to choose between paying for medicine or buying food,” said Chela Garcia, member-leader and volunteer organizer, the People’s Lobby Education Institute & People’s Action Institute. “Medicare for All is not a radical dream — it is a moral baseline.”

Medicare for All would expand the Medicare program to provide comprehensive health care to every American with no premiums, no co-payments, and no deductibles. It would also expand Medicare to include dental, hearing, and vision care, and it would give every American the freedom to choose their doctors without interference from insurance companies. The Congressional Budget Office has estimated that Medicare for All would save the American healthcare system $650 billion a year. Researchers at Yale University have also estimated that the legislation would save 68,000 lives a year.

The hearing was also attended by Representatives Alma S. Adams (NC-12), Donald Beyer (VA-08), Suzanne Bonamici (OR-01), Judy Chu (CA-28), Maxine Dexter (OR-03), Jesús “Chuy” García (IL-04), Adelita Grijalva (AZ-07), Grace Meng (NY-06), Emily Randall (WA-06), Melanie Stansbury (NM-01), Mark Takano (CA-39), and Rashida Tlaib (MI-12).

Congressional Progressive Caucus Announces Official Position Against National Defense Authorization Act

WASHINGTON, D.C. – The Congressional Progressive Caucus (CPC) voted to adopt an official position to oppose the National Defense Authorization Act (NDAA) for Fiscal Year 2027 in its current form. This week, House Republicans attempted to attach a sweeping voter suppression measure, the SAVE America Act, to the NDAA.

In April, President Trump said “it’s not possible for us to take care of day care, Medicaid, Medicare” because “we’re fighting wars.” Despite the Pentagon never having passed an audit, this NDAA authorizes wasteful weapons systems and multi-billion-dollar vanity projects including new “Trump-class” battleships and the Golden Dome.

As drafted, the NDAA also does nothing to prohibit Trump from continuing to carry out illegal wars, a danger made clear by U.S. military operations against Venezuela, Iran, Cuba, as well as civilian vessels in Western Hemisphere, where at least 210 individuals have been killed in extrajudicial strikes.

In addition, the NDAA does not stop Trump from using the Pentagon to enrich his own family. Instances of self-dealing include $50 billion in new or expanded contracts for donors to Trump’s White House ballroom, including Lockheed Martin, Booz Allen, and Palantir.

Leaders of CPC, CBC, CHC, CAPAC Introduce Resolution Calling For Reforms To Protect Democracy

WASHINGTON – On Wednesday, leaders of the Congressional Progressive Caucus (CPC), Congressional Black Caucus (CBC), Congressional Hispanic Caucus (CHC), and the Congressional Asian Pacific American Caucus (CAPAC) announced a new House resolution calling for reforms to restore voting rights in the wake of the Supreme Court’s decision in Louisiana v. Callais.

The resolution calls for the House to adopt legislation to restore and strengthen the Voting Rights Act of 1965 and, in the next pro-democracy governing moment, the elimination of the 60-vote threshold in the Senate and enactment of structural change to the Supreme Court.

The resolution also raises the alarm about a years-long campaign by the Supreme Court’s rightwing majority to undermine minority representation nationwide and highlights the threat that the Court’s far-right majority poses to Congressional efforts to advance workers’ rights, curb executive power, and combat corruption.

The resolution is co-led by CPC Chair Greg Casar (TX-35), CBC Chair Yvette Clarke (NY-9), CHC Chair Adriano Espaillat (NY-13), CAPAC Chair Grace Meng (NY-6), and cosponsored by ranking member of the Judiciary Subcommittee on Courts, Intellectual Property, and the Internet Hank Johnson (GA-4).

The resolution is endorsed by: Asian and Pacific Islander American Vote (APIAVote), Demand Justice, Democracy for America Advocacy Fund, Empowering Pacific Islander Communities (EPIC), End Citizens United, Everybody Votes Campaign, Free Speech For People, Greenpeace USA, Indivisible, Japanese American Citizens League, Lawyers for the Rule of Law, League of Conservation Voters, MoveOn, National Asian Pacific American Women's Forum, National LGBTQ Task Force Action Fund, National Organization for Women, NCNW, OCA-Greater Los Angeles Chapter, Organized Power In Numbers, Progressive Caucus Action Fund, Public Citizen, Reproductive Freedom for All, Secure Elections Network, Stand Up America, Take Back the Court Action Fund, TakeItBack.Org, The African American Policy Forum, Unitarian Universalists for Social Justice, and Voto Latino.

A full copy of the resolution can be found here.

Democrats have proposed a variety of structural changes to the Supreme Court including: establishing a binding code of judicial ethics for Supreme Court Justices, imposing the $50 Congressional gift ban on Supreme Court Justices, reform of the shadow docket and Certiorari process, 18-year term limits for Supreme Court Justices, and expanding the size of the Supreme Court to match the number of federal judicial circuits.

WASHINGTON, D.C. – Today, the chairs of the Congressional Black Caucus (CBC), Congressional Hispanic Caucus (CHC), Congressional Asian Pacific American Caucus (CAPAC), Democratic Women’s Caucus (DWC), Congressional Progressive Caucus (CPC), Congressional Equality Caucus (CEC), and New Democrat Coalition (NDC) released the following statement urging Corporate America to reaffirm its commitment to voting rights, equal representation, and the democratic principles it has previously pledged to uphold:

“Our Caucuses stand united in support of the Congressional Black Caucus's call for Corporate America to publicly defend voting rights, equal representation, and the democratic principles that form the foundation of our nation.

“In the wake of the Supreme Court's decision in Louisiana v. Callais, Republican-led legislatures and governors across the South have moved swiftly to redraw congressional maps ahead of the November election in a deliberate effort to dilute Black voting strength, weaken Black representation, and roll back decades of hard-won civil rights progress secured through the Voting Rights Act of 1965.

“The consequences of this democratic erosion extend far beyond politics. When communities are denied meaningful representation in government, they are also denied a voice in decisions that shape their daily lives—from economic opportunity, healthcare, and education to environmental protections, public safety, and overall quality of life.

“For decades, corporations have benefited from the talent, labor, innovation, and purchasing power of Black communities. Following the racial justice movement of recent years, more than 200 corporations publicly affirmed their commitment to racial equity, civic participation, and democratic values. Those commitments must not be reserved for moments of convenience—they must endure when they are tested.

“At this critical moment, silence is not leadership. Corporations that have publicly championed democracy, racial equity, and civic participation have a responsibility to demonstrate that those commitments remain meaningful through both their words and their actions.

“In Congress, we remain committed to protecting every eligible American’s fundamental right to vote and to have their voice heard. We call on Corporate America to stand on the side of democracy by opposing efforts that undermine fair representation and by ensuring that its political engagement, investments, and public actions reflect the values it has pledged to uphold.”

Signed,

Chair Yvette D. Clarke (NY-09), CBC

Chair Adriano Espaillat (NY-13), CHC

Chair Teresa Leger Fernández (NM-03), DWC

Chair Greg Casar (TX-35), CPC

Chair Mark Takano (CA-39), CEC

Chair Brad Schneider (IL-10), NDC

Background

Callais.

Five years ago, more than 200 companies and business organizations publicly declared in a letter to Congress that democracy and equal access to the ballot box were fundamental American values. In that letter, businesses across the United States called for strengthening the Voting Rights Act to “prevent voting discrimination” and ensure that “voters of color who remain the targets of voter suppression have equal and unfettered access to the democratic process.”

The Congressional Black Caucus sent a letter to those companies—and to additional corporate leaders nationwide—calling on them to reaffirm their stated commitment to democracy, voting rights, and fair representation.

PROGRESSIVE CAUCUS MEMBERS URGE APPLE TO REVERSE IMPENDING CLOSURE OF UNIONIZED BALTIMORE-AREA STORE

WASHINGTON, D.C. – Forty members of the Congressional Progressive Caucus (CPC) wrote to Apple Inc. raising concern about treatment of unionized workers at an Apple store in Towson, Maryland, which has “deeply troubling in its national implications for workers’ rights and the

ability of multi-trillion-dollar corporations to undercut their efforts to collectively bargain for better pay, benefits, and dignity on the job.”

The letter, addressed to Apple CEO Tim Cook and Senior Vice President for Hardware Engineering John Ternus, urges the company to reverse its planned closure of its Towson, Maryland, store, the first of any Apple store workers in the country to unionize. Those unionized workers are “the only Apple store employees who will not be transferred to nearby locations,” write the Members of Congress.

“It certainly appears that Apple has decided to retaliate against the workers at this location for forming a union and collectively bargaining to secure their wages, hours, and working conditions,” the members write. “As Members of Congress, we remind you that these actions would qualify as unfair labor practices, which are illegal as violations of Section 7 of the National Labor Relations Act.” That law allows workers to choose their representation and collectively bargain without interference or coercion.

“Should Apple not choose to reverse its decision to leave the Baltimore area, given the national ramifications of that choice,” conclude the lawmakers, “we strongly urge you to reconsider how you will fully support these employees, and assist them in transferring, just as other employees of closing stores are allowed to do.”

The letter, led by CPC Chair Greg Casar (TX-35), Deputy Chair Ilhan Omar (MN-05), and Whip Jesús “Chuy” García (IL-04), was also signed by Representatives Yassamin Ansari (AZ-03), Troy Carter (LA-02), Joaquin Castro (TX-10), Danny Davis (IL-07), Chris Deluzio (PA-17), Mark DeSaulnier (CA-10), Maxine Dexter (OR-03), Debbie Dingell (MI-06), Adriano Espaillat (NY-13), Maxwell Frost (FL-10), John Garamendi (CA-08), Daniel Goldman (NY-10), Val Hoyle (OR-04), Jared Huffman (CA-02), Jonathan Jackson (IL-01), Ro Khanna (CA-17), Summer Lee (PA-12), Mike Levin (CA-49), Analilia Mejia (NJ-11), LaMonica McIver (NJ-10), Kweisi Mfume (MD-07), Donald Norcross (NJ-01), Eleanor Holmes Norton (DC-AL), Alexandria Ocasio-Cortez (NY-14), Chellie Pingree (ME-01), Mark Pocan (WI-02), Ayanna Pressley (MA-07), Delia Ramirez (IL-03), Jan Schakowsky (IL-09), Brad Sherman (CA-32), Lateefah Simon (CA-12), Adam Smith (WA-09), Shri Thanedar (MI-13), Rashida Tlaib (MI-12), Paul Tonko (NY-20), Bonnie Watson Coleman (NJ-12), and Frederica Wilson (FL-24).

A full copy of the letter is available here.

Congressional Progressive Caucus Adopts Official Position Opposing Short-Term Extension of Surveillance Law Without Civil Liberties Protections

In response to the passage of repeated short-term authorizations to Section 702 of FISA in which House Republican Leadership squandered the opportunity to negotiate necessary, significant bipartisan guardrails to protect Americans’ civil liberties, the Congressional Progressive Caucus (CPC) adopted an official position to oppose extensions of any length to Section 702 of the Foreign Intelligence Surveillance Act (FISA) absent significant reforms.

Congress passed two short-term extensions of FISA 702 with the aim of creating time and space for serious negotiations, yet Republican leadership still refuses to commit to votes to codify civil-liberties protections, like ending backdoor searches and data broker loopholes. As the Trump Administration continues to show its stunning disregard for Americans’ privacy and civil liberties, a super-majority of the CPC voted to oppose further short-term extensions to the surveillance law and instead support popular, bipartisan and significant reforms to FISA 702.

Casar Statement on War Powers Resolutions

Jacobs Set to Introduce 10th War Powers Resolution Wednesday

WASHINGTON, D.C. – On Wednesday, Congressional Progressive Caucus Chair Greg Casar released the following statement about Congressional Progressive Caucus introducing a series of War Powers Resolutions to end Trump’s illegal war with Iran:

"While Donald Trump says he doesn't think about how his war has impacted Americans' financial situation,' members of the Progressive Caucus do. Trump's war with Iran has cost thousands of lives and spiked the price of everything from gas to groceries. We will keep holding Republicans in Congress accountable for as long as they enable this reckless, illegal war."

On Thursday, Rep. Sara Jacobs (CA-51) introduced a War Powers Resolution. Resolutions have previously been introduced by: Reps. Ro Khanna (CA-17), Jared Huffman (CA-02), Pramila Jayapal (WA-07), Maxine Dexter (OR-03), John Garamendi (CA-08), Chuy García (IL-04), Becca Balint (VT-AL), Nydia Velázquez (NY-07), and Valerie Foushee (NC-04).
