Letter urges Congress to close data broker loophole and require warrants before government can access Americans' private data

WASHINGTON, D.C. — Today, 53 Members of Congress — led by the Chairs of the Congressional Hispanic Caucus, the Congressional Asian Pacific American Caucus, and the Congressional Progressive Caucus — sent a letter to House and Senate leadership calling for meaningful Fourth Amendment protections for Section 702 of the Foreign Intelligence Surveillance Act (FISA).

Section 702, which is set to expire on April 20, authorizes the federal government to conduct surveillance of non-U.S. citizens abroad. However, the program has long been used to collect and search Americans' private communications without a warrant, and under the Trump Administration, that threat has escalated dramatically.

"The Trump Administration has demonstrated an unparalleled appetite for collecting and exploiting Americans' personal data," the Members wrote. "Without independent guardrails on Section 702, this Administration has repeatedly shown that it cannot be trusted to police its own use of this sweeping surveillance authority."

The letter highlights how federal agencies are already purchasing Fourth Amendment-protected data from commercial data brokers without warrants or court orders, including the FBI, DHS, the Department of Defense, and the IRS. The proposed reforms in the letter include closing the "data broker loophole," the gap in existing law that allows companies to skirt data privacy requirements by selling information to a data broker middleman who can then resell it to the federal government; ending warrantless searches of Americans’ communications; and repealing the “visa vetting provision” which permits completely suspicionless searches of communications data of all immigrants entering the country.

Congressional Progressive Caucus Adopts Official Position to Oppose Republicans’ Flawed Farm Bill

WASHINGTON, D.C. - The Congressional Progressive Caucus has adopted an official position to oppose H.R. 7567, the Food, Farm and National Security Act without amendments to remove Republican poison-pill provisions and restore investments in nutrition programs and other Democratic priorities.

The position, adopted by a supermajority vote of the Caucus, comes after a 23-hour House Agriculture Committee markup where Republicans advanced the bill, which would codify the One Big Ugly Bill’s harshest cuts to nutrition support—the largest in history, which stripped 4 million Americans of SNAP benefits.

Additional harmful provisions include language backed by Big Chemical interests that would shield pesticide manufacturers from lawsuits and undermine state-level warning label laws that protect families, farmers, and children. The legislation also overrides authorities from states that have pursued successful policies to ensure greater animal welfare in the pork and poultry industries, such restrictions on extreme confinement and other cruel practices, threatening farmers who have invested capital in meeting consumer demand for more humanely raised meat. Finally, the bill fails to address the effects of Trump’s devastating tariffs and trade wars on small farmers and cuts funding for regenerative agriculture.

WASHINGTON, D.C. - The Congressional Progressive Caucus has adopted an official position to oppose any supplemental funding for Trump’s war against Iran as long as the conflict remains illegal and unconstitutional.

The position, adopted by a supermajority vote of the Caucus, comes after virtually all House and Senate Democrats voted to direct the President to end illegal hostilities against Iran given that the Administration never attempted to obtain a specific statutory authorization or a declaration of war as required by the War Powers Resolution of 1973 and the Constitution.

The position, adopted by a vote of the caucus, comes as FBI Director Kash Patel admitted under oath that the FBI is buying location data on Americans, raising fresh concerns about the Trump Administration’s stunning disregard for American privacy and civil liberties – including refusing to rule out using artificial intelligence for mass domestic surveillance, with the Defense department reportedly insisting that AI firms allow the collection and analysis of “commercial bulk data on Americans, such as geolocation and web browsing data.”

The vote also comes amid growing concern about the potential for the government to collect data related to reproductive health, such as data collected by a company about visits to Planned Parenthood visits.

Make Housing Affordable and Defend Democracy Act - H.R. 6390

Rep. Jimmy Gomez introduced the Make Housing Affordable and Defend Democracy Act, which redirects the $175 billion in anti-immigrant funding provided in the One Big Beautiful Bill (including funding for Immigration and Customs Enforcement, Customs and Border Patrol, border militarization, and more) and reinvests those billions into affordable housing programs that reduce rents, expand homeownership, and incentivize affordable housing construction. Specifically, the bill would:

Create a monthly Renter Tax Credit for families that pay more than 30% of their income on rent;
Provide $25,000 or more for first time homebuyers and $50,000 or more in down-payment assistance for first-generation homebuyers;

Progressive Caucus Demands No New Funding for DHS Immigration Enforcement Until Reforms

WASHINGTON, D.C. – Following a vote of its membership, the Congressional Progressive Caucus has adopted an official position opposing new funding for Department of Homeland Security immigration enforcement until significant reforms are enacted.

The official position reads: “The CPC opposes any appropriations bill that provides any funding to immigration enforcement agencies within the Department of Homeland Security unless there are meaningful and significant reforms to immigration enforcement practices.”

The official position comes amid growing concern about the pattern of violence resulting from Trump’s reckless mass deportation policies. Last week, an ICE agent shot and killed Renee Nicole Good, an unarmed U.S. citizen. Then, Customs and Border Protection agents shot and wounded two people in Portland, Oregon. These are just two of the latest incidents of violence and chaos resulting from Trump’s policies, affecting immigrant communities and U.S. citizens alike.

Previously, the CPC endorsed a slate of bills designed to reign in some of the worst excesses of Trump’s immigration abuses.

Led by Deputy Chair Ilhan Omar, CPC members will hold a press conference Tuesday at the Capitol to announce and discuss the position. A livestream is available here.

Progressive Caucus Deputy Chair Calls for Immediate Vote to End Trump’s Illegal War on Venezuela

WASHINGTON — Congressional Progressive Caucus (CPC) Deputy Chair Rep. Ilhan Omar (MN-05) released the following statement after news that Trump launched airstrikes inside Venezuela and captured its head of state:

“Trump’s invasion of Venezuela is blatantly illegal and unconstitutional. He has no authority to deploy U.S. forces into foreign countries to bomb them, capture heads of state, and overthrow governments in regime-change wars. With today’s action, Trump is signaling a new era of open domination of the hemisphere and continued disregard for international law and sovereignty. This is not about combatting narcotrafficking. Trump is putting our servicemembers in harm’s way as he boasts about taking Venezuela’s oil and resources.

“Congress must stand up for its sole constitutional authority to authorize offensive force. We cannot allow Trump to destroy our relationships abroad and create a failed state that triggers violence, mass migration, and regional destabilization. Unless Congress reasserts its war powers, Trump could carry out new, unauthorized actions to depose Maduro’s successor, impose crippling naval blockades, hijack oil tankers, and kill more civilians in airstrikes.

“This is why as Congress returns to session this week, we must vote on a War Powers Resolution, so that the people’s elected representatives can have an open debate and vote on the merits of a war against Venezuela—before Trump’s regime-change efforts cause further chaos and harm. I call on all House members, Democrats and Republicans alike, to stand up for the Constitution and vote to end Trump’s unauthorized aggression.”

In September, the Progressive Caucus introduced the first War Powers Resolution in Congress related to ending Trump’s illegal actions in the hemisphere, led by CPC Members Reps. Omar, García, Greg Casar (TX-35), Jim McGovern (MA-02), and Joaquin Castro (TX-20). This resolution has been deemed as privileged, meaning a floor vote can occur upon Congress’s return to legislative session.

“Today’s vote on House Republicans’ warmed-over partisan policies was a disgrace. It did nothing to protect the 22 million Americans who will see their monthly premiums double on average. Their cruelty and incompetence will make health insurance so unaffordable that millions will face no choice but to go without any coverage at all.

“Speaker Johnson has failed the American people and members of his own conference, whose constituents are demanding the relief that every House Democrat has supported: a simple three-year extension of Affordable Care Act tax credits. But that vote cannot wait until January, after the credits expire, for a Democratic discharge petition to be considered. Americans will face this financial cliff in a matter of days.

“We demand that Speaker Johnson keep the House in session to schedule a vote to pass a clean, three-year extension of Affordable Care Act tax credits to provide ordinary Americans with the healthcare they need.
